Major Functions

Implementation of Presidential Decree 1586 (Philippine EIS System Law) with an end view of attaining and maintaining a rational and orderly balance between socio-economic growth and environmental protection, not only for the present generation but for the future generations as well

Specific Functions

1. Determine whether a project or a program is covered by the Philippine EIS System and thus, should be required an ECC prior to implementation;

2. Determine the scope of the Environmental Impact Statement (EIS) Study to be required for a specific type of project in a specific location as a requirement for the processing of ECC applications

3. Recommend whether to issue or to deny the issuance of the ECCs/CNCs for Environmentally Critical Projects (ECPs) (and other project types) upon completion of their review and assessment;

4. Monitor compliance of projects with ECCs, their compliance to the conditions of the ECC, the Environmental Management Plans (EMP), and the project design as committed in the EIS;

5. Formulate policies for the improvement of the implementation of the Philippine EIS System;

Review and Assessment Section

1. Evaluate whether a project or program is covered by the EIS System based on the Project Description submitted

2. Determine the scope of the Environmental Impact Statement (EIS) Study to be required for a specific type of project in a specific location as a requirement for the processing of ECC applications thru scoping;

3. Manage, coordinate and undertake the review and assessment (procedural and substantive) of ECC applications;

4. Draft ECCs or letters of denial and other briefing documents upon completion of the review and assessment of projects with ECC applications for the Director/DENR Secretary;

5. Formulate policies and internal procedures for the improvement of the review and assessment system

Monitoring Section

1. Monitor compliance of projects with ECCs to the conditions stipulated in the ECC;

2. Monitor and assure implementation an effective EMP for projects which were issued ECCs;

3. Monitor implementation of the project design as committed in the EIS;

4. Prepare Notices of Violation (NOVs), CDOs (or other sanctions) for projects violating ECC conditions or those who are not complying EIS System requirement of securing ECC prior to project implementation

5. Formulate policies and internal procedures for the improvement of the ECC Compliance Monitoring system
